Interesting. I have been following emerging technology closely for the last decade or so, and have put up close to 800 emerging technology websites at DomainNesteggs.com. These deal with biotech, nanotech, robotics, virtual reality, transhumanism, etc. Having a particular interest in the next sphere of political evolution (from city to state to nation to the next two stages - global and then space), I subscribe to the decentralizing power of the Internet which will allow a world democracy to function and provide legal response to supranational issues such as war, the environment, and human rights. As democracy is government through the "will of the people", we are currently conducting a global referendum on this issue at Vote World Government dot org.

Technology followers like Ray Kurzweil have suggested a technological convergence point just a few decades in the future (the Singularity) in which computer intelligence starts a new paradigm of human's role in the stewardship of planet earth.

The United Nations is not by any means democratic, and perhaps a global parliament elected by the people of the earth is the next phase as we pursue new challenges and opportunities. (See RescuePlanForPlanetEarth.com).

The WMD-fabber on every desk problem (and any other devices terrorists could make good use of) would still need to taken on. Removing a fair amount of freedom/privacy seems to be one of the more effective solutions we can come up with. Prevention is a lot easier than responsion. Having responsive defensive measures that have a 100% success rate (one successful attack, we're all dead) in a world with constantly evolving technology (presumably much faster than in today) just doesn't seem feasible. It still may be possible to preserve a form of government that could be called democracy and still remove all that freedom/privacy, but I doubt it.
